Vale Janice “Jackie” Kelly OAM: Honouring a Legacy of Leadership in Bowls SA

It is with deep sadness that we announce the passing of Janice “Jackie” Kelly OAM, former President of Bowls SA from 2014 to 2017. Jackie dedicated 5 years of her life to the Bowls SA board, with three of those years spent as a transformative leader.
A Champion for Inclusivity
Jackie’s commitment to the sport was evident from the outset of her tenure. She played a crucial role in reconciling men’s and women’s competitions, advocating for legislation prioritising “open bowls.” This initiative fostered an inclusive environment that has become a hallmark of bowls in South Australia, making the sport accessible to all.
Governance and Restructuring
Her experience in local government empowered Jackie to push for improved governance within Lawn Bowls. Under her leadership, the consultative committee and the Board undertook significant administrative restructuring, enhancing the efficiency and effectiveness of the Association.
Jackie was instrumental in establishing the Metropolitan Bowls Association, which formalised board operations and strengthened the sport’s governance framework. Additionally, her efforts in securing government funding for an audit of bowls clubs across the state allowed Bowls SA to assess the health of the game and target critical areas for investment.
Recognising Volunteers
A passionate advocate for volunteers, Jackie emphasised the importance of their contributions to the bowls community. She often stated, “Without volunteers, there would not be a competition anywhere in the State,” highlighting their vital role. Jackie’s initiatives recognised and valued the hard work of these individuals, reinforcing their significance within the sport.
During her presidency, she also led the restructuring of various committees, streamlining decision-making processes and empowering grassroots bowlers to have a voice in matters affecting them.
A Lasting Impact
Jackie’s dedication to revising Bowls SA’s constitution positioned the organisation favourably to meet the criteria set by the Australian Sports Commission and the Office of Recreation and Sport for grant eligibility. Her strategic foresight laid a strong foundation for the future of the sport.
Reflecting on her time as President, Jackie cherished the friendships she formed with members across the State. Her warmth and commitment to the community fostered a spirit of collaboration that will be remembered fondly.
